Since you are using a third-party list, it is important that you choose ‘Customers & Partners’ when it asks you about the source of the list you are importing.
I also recommend breaking the lists down into smaller pieces and importing them slowly over time. Don’t import hundreds of thousands of leads into a custom audience list at once, I recommend doing no more than 5,000 at a time or so. You can always go in and add more each week or so.
